“Given what I know today about the contractors ability to perfrom projects in accordance with GSA standards, the Project Manager did an excellent job creating the project O&M documents and how detailed the PDF binders included a linked table of contents on hard and electronic copies. I would like to mention that the project also received the IRS Commissioners Award in 2020 due to the success of the SCADA project and the benefits of the circuit monitoring system. I would recommend Josh Houghton for additional projects at the IRS in the future. His project manager skills and communications are perfect for any project to be done at the facility.”
“The design of the project happened prior to the pandemic. Once we got to the point of construction, the restrictions on nearly everything that would permit seamless construction were upon the contractor. The contractor took it in stride, managed to continue working through some of the silliest of restrictions an outdoor project could imagine, and still got the job done. Items, materials, personnel, the entire supply chain was broken. Lots of ‘or equal’ materials were discussed and used. Lots of this company isn’t working at all, we need a different excavator, steel fabrication shop, concrete finishers’ were encountered during the process. With the extensive network of suppliers the contractor maintained, replacements were found and the job never hit scheduling issues.
End of project documentation delivery was by far the best I’d seen in my 34yr career. Over a thousand pages of everything from drawings, to the smallest item’s cutsheets. If it was used, it was now available in both paper and digital copies.
Any issues with the facility after contract completion, but before warranty expiration, were handled quickly. From hey, how do we turn this on again’ to verify this line is buried where your drawings say so we don’t cut it running this new line. With a complex HVAC system, his subcontractors were available and willing to assist well past the training period.
Mr. Houghton managed to pull off what many of my other contractors at the time could not: Get a project finished in one of the most complex contracting environments so far this century.”
